Tempora mutantur; or reasons for thinking that it is inconsistent with the welfare of this kingdom, to persist in withholding from the Roman Catholics, the political power, offices and honors exclusively enjoyed by Protestants; and that the admission of Roman Catholics to a suitable participation of these would not render them predominant in the political system, nor consequently be followed by those pernicious effects which are generally apprehended.
